AYP Information
USD 315 participates in the federally funded Title I program. Schools receiving Title I funding are regulated by federal legislation, including the No Child Left Behind Act*. This program provides extra help primarily in reading and mathematics to at-risk students.
Title I requires every district to participate in the state reading and mathematics assessments. Title I also requires each state to determine if Title I districts and schools are making Adequate Yearly Progress (AYP) each year toward the goal of having all students meet standard on those assessments by 2014.
We are proud of our students and staff as all buildings at Colby Public Schools met the standards required for making Adequate Yearly progress (AYP) in both reading and mathematics on the 2011 Kansas assessments. Results show that our buildings have been performing at or above the AYP yearly target. However, our district did not make AYP due to one subgroup** not meeting the AYP target. The district was unable to use Safe Harbour*** due to the graduation rate being below 80% for the 2010 cohort group.
The Kansas State Department of Education (KSDE) will provide assistance and support for our district to implement strategies to help all students reach 100% proficiency by 2014 as required by Adequate Yearly Progress (No Child Left Behind). Overall, as stated above, the assessment results in the district are very good. The teachers and administrators are working hard to ensure that all students in the district are learning at their instructional level and are college or career ready.

**Subgroups are 30 or more students within the district in the following categories:
- Economically Disadvantaged
- Students with Disabilities who have an IEP
- English Language Learners or limited English proficiency
***A safe harbour is a provision of a statue or a regulation that reduces or eliminates a party's liability under the law, on the condition that the party performed its actions in good faith or in compliance with defined standards. Legislators may include safe-harbour provisions to protect legitimate or excusable violations, or to incentivize the adoption of desirable practices. For Safe Harbour to apply in Kansas, we must meet the following:
- 95% participation on assessment
- 90% attendance (or show improvement)
- 80% graduation rate (or 3% improvement over last years graduation rate)
